perl packaging guidelines

What about perl module versioning? There is well-known schism in CPAN

Does anybody consider this topic worth enough to move it onto Perl Packaging
page?

I'd like express this issue is not one-package specific. It affects other's
packages (dependecny between packages of different maintainers) and thus
any packager should be aware of it.
