 This build fixes pa_IN (Punjabi as written in India, with the Gurmukhi
 script) characters to show up in Qt 4.

 The qt and fontconfig maintainers agreed that fixing this in fontconfig is
 the best course forward. (The regression was triggered by a change in
 fontconfig between F11 Alpha and F11 Beta which broke Qt's hardcoded
 language lookup, see the bug report for details.)

 Without this fix, users of pa_IN will end up with black squares instead of
 letters and thus a completely unusable desktop and/or completely unusable
 apps, so I think it's important to get this fix into F11.
