Comment:

 The dead.package file is already use for a long time. It is explained
 here:
 https://fedoraproject.org/wiki/How_to_remove_a_package_at_end_of_life

 I added a dead.package file and blocked the packages in koji (this was not
 done for primary as well), they should be properly removed with the next
 push.
