Additions to Fedora Server release package

This patch adds a hard requirement on Cockpit to fedora-release-server
and adds a new 80-server.preset for systemd to enable Cockpit and
rolekit by default. (The latter hasn't been added to the
fedora-release-server Requires: yet because the package isn't yet in
the distribution, but that should happen sometime today, at which time
I'll send a follow-up patch).
