 My understanding is that, in many cases, a SCL version of an existing
 package can be created with simple changes.  Here is an example from the
 documentation:

 I don't think the effort of a full review for such changes is worthwhile,
 and seems needlessly onerous on the developer.  It makes more sense that,
 as long as changes are limited to those like the ones that appear in the
 docs, a minimal review of the spec patch should suffice.  Doing laborious
 checks for license, checksums, and many other factors that don't change at
 all isn't a good use of contributor time.
