 So the approval process and early lifetime of an SCL will look like this:

 1. A set of contributors comes up with an idea for an SCL.  Uses the SCL
 Template to record the particulars about it.
 2. The FPC approves the SCL as laid out in the template.
 3. The contributors create the metapackage
 4. The metapackage is approved via the new package process.
 5. The contributors create the packages that belong to the SCL.
 6. Those are reviewed via the new package process, approved, and built
 7. The metapackage is updated to dep on the essential packages that belong
 to the SCL.
 8. Other contributors start getting additional packages that they desire
 to use from within the SCL reviewed and approved via the new package
 process.
 9. Those are approved and built.
