New pkgdb-admin

Hi everyone,

I just made a new release of packagedb-cli: 2.8.2, this contains a couple of
changes to pkgdb-admin:
* Add the `info` action to get a human readable description of what the action
  is
* Check that the fedora-review flag is set to `+` when processing a new package
  request

This second item is rather interesting and important, so if you are processing
requests made in pkgdb, please update :)
