Also, even in rawhide /bin/csh is an explict Provides from the tcsh-
package => dnf must provide /bin/csh.
Wel the usrmove feature went in in F-17, the packages have long packaged
/usr/bin/csdh and /bin is just a link to /usr/bin

I don't believe it is, the move of contents of /bin -> /usr/bin happened a
number of years ago.

This isn't a rel-eng/koji migration issue so a rel-eng ticket isn't the
place to discuss this, there are better forums to do so
