git repo with stuff from s390utils package

Hi all,

I have created a git repo with Fedora/RHEL specific stuff from the
s390utils package. It will contain scripts, config files, etc. that are
not carried by the upstream s390-tools source archive because they are
specific to Fedora/RHEL. It will allow us to better cooperate on the
development and also to clean the s390utils spec file.
