script to sync builds in tags

Hey all,

ive added a new script to the releng git repo sync-tagged-primary.py
it syncs packages to tags based on what tag a build is in on primary.
the idea being that you can use koji-shadow on updates-candidate and
follow the progression of a build through updates-testing to updates.
there are probably some ways it can be improved, but it is a start. 

ill probably redo it to take an arch as a command line option and not
do all arches.  we can then likely write a script that does the moving
feeds the build info into sigul_signunsigned.py and then mash the
updates and updates-testing trees and push them to /mnt/koji/tree to
get picked up on the mirrors.
