I'm honestly not sure.  Fedora Infrastructure has some tools that do
some of that work for fedorahosted.org and maybe it could use
improvements, such as more self-service.

However, this list and thread aren't for discussing student
proposals.  We have a general group with students and mentors for
those discussions, before, during, and after the proposal period:

If you want to start up a discussion there, I'll help you find some
people to talk about your idea with, who either can mentor or can help
find a mentor.
