Bugspad into fedora-infra

First of all, I am updating a bit late, as I went out for a family trip, so
could not make it to the meeting on time too. I have my own instance
<http://209.132.184.128/>  now  for testing on larger data sets. I am
planning to give the current bugspad a more aesthetic look, so am delving
into bootstrap, and also will be adding the flags shortly.
