SSH in/out extremely slow(PAINFUL) FC2

Interesting followup on this one.
Ping is returning a time of 15ms with is within tolerance of another
machine sitting on the same physical and logical network.
However, I am not receiving all of the packet responses, eg:

time=15.5 ms
64 bytes from jrea-pdx.metro1.com (192.168.3.26): icmp_seq=12 ttl=61
time=15.6 ms
I don't see any errors on my broadcom(tg3) via ifconfig -a:

I have booted NON-SMP on this box, to no effect.
I have disabled Hyperthreading and booted non-smp, no change.
Any help would be appreciated...I have been stracing sshd, but nothing
has shown up that would be considered obvious.
