That's a mash config issue, not necessarily bodhi.  We had that option
disabled when we first were producing "branched" as not everything was
signed.  This latest snafu came due to some things quickly going from
-candidate all the way to dist-f13 without getting signed by the running
script.  Add to that some issues with the signing server itself and a
few things snuck through :/  I'll do another long sign run today and
hopefully fix up these things that snuck through.
