 here's a draft of a test case creation SOP:

 it's not really anything specific to this ticket, but it is a
 prerequisite. I plan to write a (short) SOP on package-specific test
 cases, linking to this more generic SOP, and then edit the test case
 category page to link to both (and possibly the test case template page),
 and then edit strategic pages in the packaging instructions section to
 point out to these pages. sound good?
