 The cases are created under my testing. As far as I tested, the langpack
 plugin is affected by the system language, not by groupinstall 'language
 support' nor desktop environment. So live image is not helpful as reboot
 is needed when changing system language.

 I'm not sure if there's other ways to affect langpack-plugin without
 reboot or install.
