The F13 Updates testing report is where packages should be going *first*
when initially rebuilt for F13.  The F13 Branched report should be where
packages are going that pass testing and are considered stable (or at
least not majorly breakign anything) and go into the main branch of F13.

Least, I think that's correct :P
