DNSKEY trust anchor update utility that uses RFC-5011

Update Information:
Remove dependancy on dnssec-conf. No longer load TLD trust anchors outside of
DLV. Fix for lame servers and IPv6. This also introduces an ABI change, so
this update needs to be pushed together with autotrust-0.3.1-f
