that's more or less what it does already.
[root at adam Download]# ls /lib/systemd/system/runlevel3.target -l
lrwxrwxrwx. 1 root root 17 Apr 5
09:58 /lib/systemd/system/runlevel3.target -> multi-user.target
[root at adam Download]#
i dunno exactly where it handles 'runlevel3', but...yeah.
