Gnome 3 Activities button missing.

Don't know what you mean by true gnome-shell but running gnome-shell I got:

[erik at epotest ~]$ gnome-shell
OpenGL Warning: Failed to connect to host. Make sure 3D acceleration is enabled

So I may assume that gnome 3 requires 3D capability which my graphics card does 
provide. OK, I'll have to wait till mesa-dri-drivers supports it.
