Well normally I would think it would be our responsibility ( QA
community )

page and look it up ( or point people to that wikipage )

Depending where we land with this we might be moving towards SQA ( which
I think you are getting at ) which each group within the project would
have a representative on the QA board or the QA community decides some
other direction..
