You can use RSS feeds for this, for example fro ipython:
https://admin.fedoraproject.org/updates/rss/rss2.0?package=ipython
https://admin.fedoraproject.org/updates/rss/rss2.0?package=ipython&release=F16

To generate emails from the feeds you can use rss2email.
