F18 Can't find what provides */50-local.d

F17 --> F18 Xfce.32 and .64

Have the dir structure:
/var/lib/polkit-1/localauthority/50-local.d
on some boxes but not on others.

Tried "yum whatprovides */50-local.d"
nothing provides that package.
tried "yum install ../50-local.d"
nothing installs that package.

Trying to use a local .pkla but nowhere to put it.
