Check out the Fedora Updates System:

   https://admin.fedoraproject.org/updates/search/selinux-policy

There is no 

   selinux-policy >= 3.11.1-63

release. Latest one is -62.fc18.

Which implies that the current libguestfs test-update depends on something
that doesn't exist.
