circular dependency loop in rawhide repo?

I'm trying to move to rawhide by doing
     yum --skip-broken distro-sync

and I get an endless loop of resolve attempts.
They seem to be associated with NetworkManager-glib and httpd-mnm(?)

Is this known? what component would I file a bug against?
