Proposing Blocker/Freeze Exception Bugs Through the Blocker Tracking App

What is the point of the bugzilla ID?
I think that the best way to do it is to assign a number that will be
eventually the ID for the bug in this field if its needed on the form
(though i don't know how easy it will be to do it).
