This is a complex issue wont be fixed in F19 (hopefully in 3.10 ->
F20) but isn't a regression.

Sounds like a firefox bug (not doing startup notification properly).

Might be fixed with mutter 3.8.3 (assuming it has something to do with
the frame sync bug).
