I used the netinstall from http://dl.fedoraproject.org/pub/alt/stage/20-Alpha-RC3/Fedora/x86_64/iso/
and the install went just fine....

[egreshko at localhost ~]$ rpm -q harfbuzz
harfbuzz-0.9.20-1.fc20.x86_64
