Matthew will be handling the change to the process, AIUI (getting the
new resolution added to Bugzilla and updating the process docs). So far
as actually doing the EOL process goes, well, as we've already
discussed, in practice it's the program manager who's been doing that
lately, not QA, and presumably that's what'll happen for F19 EOL unless
we want to make an active move to change it for some reason.
