F21 Beta Final TC1 doesn't shut down

He said "Beta Final TC1" which can't possibly be right - must be one or
the other - but may well mean 'Final TC1', which is the most recent
compose.

I haven't seen this problem here, FWIW, when shut down actually works it
does shut down, not reboot.
