No print setup in Xfce desktop!!

No. Thats not at all what it means. 

Release blocking simply means that. Bugs that only affect Xfce don't
block the release. 

So, if we had a Fedora 21 release candidate next week, and some bug
that only affects Xfce came out, it would not block the release, it
would still happen, and Xfce would have to fix the bug after release or
the like. 

Bugs in Xfce are able to be Freeze Exceptions, so if that bug was fixed
and we were making another release candidate for some other bug, it
could go in and fix that too. 

That all said, Xfce is usually pretty conservative, and hasn't actually
changed much in recent releases, so the chance for some big bug is
pretty low.

Thats one way sure. You could also: 

* Boot and install from the netinstall iso and choose Xfce. 

or

* Download and install from the Xfce live spin (still around! Not dead!)

or

* Use fedup to upgrade an existing f20 install with Xfce. 

or even

* Install server and use yum to groupinstall Xfce
