fedora 23 Shutdonw problem

So far it looks to me like this came in with 222-6, i.e. with the
reversion to fix the 'kill everything on shutdown' problem. I don't
think it was necessarily expected to suddenly make all shutdowns take a
long time, though. I'll investigate a bit more.
