[Fedora-trans-ar] Fedora 13 release anncouncemet trenslation

Ahmad Araby isn't sponsored so Dimitris told me that the team leader must be
the sponsor, so I think that you (Monzer) should ask to become a sponsor on
the trans-list so you can sponsor new translators.
