The project no longer belongs to Fedora. Fedora language teams may not 
be able to maintain the quality. Because translator does not need to 
join Fedora Localization Project, but can solely translate the file by 
just registering the transifex account when allowing commits from everyone.

Translator may;
- Not subscribe trans at lists.fpo
- Not subscribe fedora local language ML
- Not obtain SSH key
- Not obtain GPG key
- Not obtain FAS account
- Not sign CLA
