Alt+Shift and Ctrl+Shift have different usage. Alt+Shift switches the
user locale (such as zh_TW, zh_CN, Japanese, etc.) and Ctrl+Shift
switches IME within the given locale (such as Changjei, Zhuyin for
zh_TW)
