One clean way would be to create a Belorussian mailing list to help
them communicate with each other. That will act as a "hub" for
cooperation.

Also the creation of an IRC channel for them (something like
#fedora-be) could also be of use.

Tx is not responding right now to get a list of Belorussian
submitters. Hopefully we will have it on the next days.
