f12 gnome turn off bluetooth command

you can try the following (from
hxxp://ubuntuforums.org/showthread.php?t=1366623)

sudo nano /etc/bluetooth/main.conf

Inside main.conf look for entry:

InitiallyPowered = true

and change the value to false

then reboot
