F12: Another Pulseaudio "No Sound" problem

I restarted with 'killall pulseaudio' and noticed that it restarted.  I
checked with 'pulseaudio --dump-config' to see that the value of
flat-volumes changed.

Would you suggest I file the bug with Fedora, or with PulseAudio?
