kwin focus

I'm having real problems getting kwin to focus as i want it. Can
somebody explain the difference between:

focus follows mouse
focus under mouse
focus strictly under mouse

and what the various focus stealing prevention levels actually do?

what i'm trying to achieve is that any new windows on the current
desktop should be at the top of the stack, but only receive focus if
they're under the mouse. for windows which appear on a different
desktop, i want them at the top of the stack on that desktop, but i
don't want the desktop to change. i'm sure this must be possible, but
i've yet to find the combination which will do this.

Any help will be appreciated. Pointers to documentation will also be welcome.
