Yes, I use the nvidia package from RPM Fusion.

The nvidia-lib{,64}.conf files are provided by:

xorg-x11-drv-nvidia-libs

# rpm -ql xorg-x11-drv-nvidia-libs | grep conf
/etc/ld.so.conf.d/nvidia-lib64.conf
/etc/ld.so.conf.d/nvidia-lib.conf

You see two results because I have both the 64bit and 32bit libraries
installed since I have some apps installed that are 32bit only.
