Not sure "exactly" the problem you are facing......   But.....

You can select "File--->New--->Existing Mail Account".
Enter the information on the first screen and hit "continue".  Tbird will fail to find the settings since, for whatever reason, it isn't in their database or common names aren't used by the ISP.  e.g. imap.isp.com, etc.

Then just enter the server names or IP address and hit retest.  That is what I did for my accounts which failed the auto-config.
