I think you  are wrong here;
 the F16 is first to use grub2, yes.
But the f16 doc says to use your *existing* GRUB boot loader,
which for your F14 is your legacy GRUB.

So if you have the files extracted from the F16 iso
stored somewhere on your F14,
you should be able to directly use the Horsley prescription.
