I think you edit /etc/default/grub and add:
GRUB_CMDLINE_XEN_DEFAULT="dom0_mem=512M,max:512M"
to it. The template in /etc/grub.d/20_linux_xen uses that variable
as part of the command line generation. I won't swear to it as I haven't
done it, but it seems logical.
