It seems the samba manual is not telling the truth or there are defaults
set that the manual has not been updated to display.

I fixed this by setting the following variable:

force create mode = 0775

You may also need to use the directory variable as well:

force directory mode = 0775

According to the manual you shouldn't need to touch these, but now the
correct mode is set on files.
