It doesn't. -- Instead of spending time on productive replies, giving
a hint that "I'm running F17" means "I have F17 but cannot run it",
which would explain why you cannot run repoquery or yum, you've spent
much more time on trolling in this thread a few hours later:

There are other ways to retrieve a listing of what packages are included
in the Fedora release:

With lftp and Cygwin one could do something like this, for example,
and with your favourite mirror server:

  lftp -e "ls -R ; exit" ftp://ftp.tu-chemnitz.de:/pub/linux/fedora/linux/releases/18/Fedora/x86_64/os/Packages/

And once your Java program works, you could parse the list of packages in
the Everything repo, too. ;-)
