If you are using a newly installed F21/Gnome system the command "firewall-cmd --get-default-zone" will probably return "FedoraWorkstation" and "firewall-cmd --get-active-zones" will return a list of your interfaces and the zone they are assigned.

You may have added port 22 to the wrong zone.
