easy. open bookmarks,  click;

 'Import and Backup', select 'Import Bookmarks from HTML...'

or, with 'Library' open;

   <alt+i>,<i>

or, with firefox open and 'Library' closed, [or minimizes];

   <ctrl+shift+o>,<alt+i>,<i>
