language setting

Hi webmaster,
On the homepage of your site, I can change the language setting, but as 
soon as I follow a link, it switches back to the settings of the region, 
where one is situated.
I live in Spain for the weather, but I like to keep on doing my work in 
English.
I hope some day, this has been changed.
