packages that conflict with centos?

Hello,
There isn't many of them, but yum and related packages are in Centos and
not in RHEL-4 (unless I am wrong). Should they be packaged in EPEL or not?
And in the general, what to do in such cases?

Need package remove from repo

I need perl-XML-DOM-0-1.44-2.el4 removed from the EPEL repository - it
should not have been released as it replaces and existing EL-4 package.
I emailed rel-eng but got no response.
