9.x -> 9.y upgrade is handled by yum/rpm.  When you do a yum upgrade or rpm update, there are scriptlets which will handle the upgrade - config, schema, db, etc.  The directory server will be restarted for these changes to take effect.  This is equivalent to doing
1) service dirsrv stop
2) setup-ds.pl -u General.UpdateMode=offline
2) service dirsrv start
